The National Science Foundation's strategy for 21st century innovation depends on creation of scientific and engineering software. During March of 2009, Indiana University hosted an NSF-funded workshop to examine issues related to creating and maintaining this type of software. This report reflects the activities, discussion, and consensus of the two-day workshop and subsequent research and writing on specific points raised at the workshop.
