About the author:
Paul Evans was born in Salem, Oregon in 1970. Raised in Monmouth, Paul graduated from Central High School. At age 18, Paul was elected to serve as a city councilor, one of the youngest elected leaders in the nation. After graduation from Western Oregon University, Paul joined the United States Air Force.
Commissioned in 1993, Paul served on active-duty until April 1997. After discharge, he returned home to continue his education and begin a civilian career. In 1998, Paul was elected as Mayor. He was involved in community service as an officer in the Oregon Air National Guard, an adjunct professor at WOU and OSU, a Sunday school teacher, a board member of the Monmouth-Independence YMCA, and as a volunteer firefighter with Polk County Fire District.
Shortly after September 11th, Paul's Oregon Air National Guard unit was recalled to active duty for twenty- four months. For over a year, he led the City of Monmouth while in uniform. Acknowledging that his skills were needed in the Global War on Terror, Paul resigned as mayor in December 2002.
Paul was requested for service in the initial phases of OPERATION IRAQI FREEDOM and served there in 2003 and 2005. In between deployments, he served on Homeland Defense missions in support of OPERATION NOBLE EAGLE. Paul served in Afghanistan in 2006, as a Director of Operations for the 116th Air Control Squadron (2008-2010), and is currently assigned to the Joint Forces Headquarters, Oregon Air National Guard as a Public Affairs Officer.
In 2007, Paul joined Governor Kulongoski's senior policy staff advising on emergency management, military issues and veteran's affairs. He led recovery planning for the TOP-OFFICIALS IV exercise, directed initial state-level storm recovery efforts in response to major disasters throughout NW Oregon, coauthored the Governor's Recovery Framework (2008) and was chair of the Governor's Task Force on Veterans' Services. That experience helped Paul begin the framework for VeteranSpeak.
Paul departed the Governor's Office in April 2010 to work as Chief, Protection and National Security Division for High Impact Technology overseeing emergency management and infrastructure product development, marketing, and sales. Paul left HIT in 2012 to form a professional services consulting firm. He continues to lecture and teach on communication and public affairs issues at colleges throughout the Willamette Valley, and at workshops throughout the Pacific Northwest.
